1. These Rules define the conditions, procedure for the
preparation, organization and holding of the World Festival-Contest of National
Cultures and Arts “World Folk Vision” in the global virtual space of the
information and communication network “Internet” in 2020 (hereinafter - the
Festival-Contest).
2. The tragic situation associated with the pandemic of the coronavirus COVID-19 forces us to make temporarily an exception to the rules for organizing, preparing and conducting the World Festival-Contest in 2020.
For the first time, the Festival-Contest will be organized and held in the global virtual space of the information and communication network “Internet”. The winners will be selected by Popular vote online and by an International Professional Jury based on competitive video materials submitted by participants (contestants).
The technology of Popular online voting allows to speed up the process of counting votes as well as simplify voting for all interested citizens in self-isolation (quarantine) mode in connection with the pandemic coronavirus COVID-19.
3. Terms and definitions
“Applicant” - an individual artist (individual) and / or creative team (group of individuals) who have expressed their intention to participate in the Festival-Contest by sending applications and competitive video materials to participate in the Festival-Contest.
“Competitor” - an applicant, an individual performer and / or creative team (a group of individuals) which were selected by the Organizers by decision of the International Professional Jury of the Festival-Contest and based on objective selection criteria as an official participant of the Festival-Contest.
“Participant” - an individual artist and / or creative team (group of individuals) endowed with the status of “Competitor”.
“Diplomant” - a contestant participating in the semifinal of the Festival-Contest.
“Laureate” - a contestant participating in the finals of the Festival-Contest.
“Winner” - a contestant participating in the finals of the Festival-Contest and taking a prize according to the results of the voting.
"Jury" - a group of professional independent experts who decide on the admission of applicants to participate in the Festival-Contest, award prizes and / or awards, which carries out the counting of votes .
“Resident of the Global Cultural Initiative” - an individual performer and / or creative team (group of individuals): all official participants of the Festival-Contest who have received the right to enjoy privileges (benefits, advantages) when participating in all future cultural events organized as part of the Global Cultural Initiative in different countries and regions of the world.
“Video Recording” - an electronic technology for recording the applicant’s visual information, presented in the form of a video signal or a digital video stream onto physical media in order to save this information and the possibility of its subsequent reproduction and display on a monitor, display, screen.
"Video hosting" - a video service that allows to download and view video in a browser through a special player.
“Officer of the Directorate” - an individual as part of the Directorate of the Festival-Contest carrying out socially useful activities for organizing, preparing and conducting the Festival-Contest and for making contacts with participants.
4. The slogan of the Festival-Contest is “World Folk Vision / Global Cultural Initiative / Stop COVID-19”.

As part of the implementation of the Global Compact of the United Nations and the Global Cultural Initiative “World Folk Vision”, holding the World Festival-Contest in the virtual space of the Internet provides equal opportunities for all citizens of the world, so that everyone can prove themselves, realize their talent and professional creative potential in conditions of self-isolation (quarantine) in connection with the pandemic of the COVID-19 virus.
6. The Festival-Contest in 2020 is organized and conducted in the global virtual space of the information and communication network “Internet”. It is carried out without public performances by participants at open concert venues It aims to create additional favorable conditions for creativity in the conditions of self-isolation (quarantine) of citizens and also aims to :

The Festival-Contest is organized and conducted in accordance with these Rules, the Regulations “On the Organization and Holding of the World Festival - Contest of National Cultures and Arts “ World Folk Vision ”, approved on August 3, 2017 by the Rome Convention of the Council of Eurasia on Culture, Science and Education and The Doha Declaration “The Action Plan of the Council of Eurasia on the Culture , Science and Education,” adopted on October 17, 2019 in the State of Qatar.

The Festival-Contest is held by the Directorate of the World Festival -Contest of National Cultures and Arts “World Folk Vision” with the support of the Eurasian Council for Culture, Science and Education under the supervision of the Eurasian Economic Cooperation Organization – the participant of the United Nations Global Compact (hereinafter referred to as the Organizers).
9. The creative competition of the Festival-Contest is traditionally a launching pad for gifted performers. It gives them the opportunity to find the love of the public and recognition of the world professional community, to begin a brilliant international creative career. Each time, the World Festival-Contest of National Cultures and Arts “World Folk Vision” is one of the most significant events in the social and cultural life of different countries and regions of the world.
10. English is an official language of the Festival-Contest which is organized in the global virtual space.
Competitive videos of participants performances can be presented in any language of the world. Online application is filled in English.
11. The holding of the Festival-Contest is based on the following principles:
12. Creative groups and individual performers from all countries and regions of the world can take part in the Festival-Contest without restrictions on the grounds of citizenship, gender, race, nationality, language, origin, attitude to religion, membership in any social group.
13. Directions of competitive creative competitions:
13.1 Competitive direction "Dances of the peoples of the world."
The dance creative team or individual performer presents any (one) dance in the contest video.
The applicant independently, at his discretion, chooses: music, direction and style of dance (ballroom dance, ritual dance, ballet, folk dance, historical dance, acrobatic dance, swing, pop dance, modern dance, street dance and other free-style dances )
13.2 Competitive direction "Songs of the peoples of the world."
The musical creative team or individual performer presents any (one ) song in the contest video.
The applicant independently, at his discretion, chooses: poetic text, style and form of performance, music, language of performance, genre of the work performed.
13.3 Competitive direction "Music of the peoples of the world."
The musical creative team or individual performer presents one instrumental piece in the contest video.
The applicant independently, at his discretion, chooses: style and form of performance, music, the musical genre of the performed work, group and class of instruments.
The work is performed on musical instruments without the participation of a human voice.

17.Stages of the Festival-Contest
17.1 Qualifying competition.
From May 1 to May 29, 2020 - acceptance of applications from applicants ( creative teams and / or individual performers) for preliminary competitive selection and admission to the competition (semi-final).
May 29, 2020 - the deadline for accepting applications from applicants.
From May 10 to May 30, 2020 - daily voting of the International Professional Jury on the selection of applicants admitted to the Festival-Contest.
May 31, 2020 - announcement of the names of the winners of the qualifying stage who successfully passed the competitive selection and allowed to participate in the Festival-Contest.
17.2 Semifinal.
June 1 - June 15, 2020 Popular vote on the selection of finalists.
June 16, 2020 - voting by members of the International Professional Jury for the selection of finalists.
June 17, 2020 - announcement of the names of the finalists.
17.3 Final.
June 18 - June 28, 2020 - Popular vote on the selection of winners from among the finalists.
June 29, 2020 - voting by the International Professional Jury on the selection of winners from among the finalists.
July 1, 2020 - announcement of the names of the winners.
17.4. Gala concert of the participants. Demonstration performances. Awarding.
In accordance with the plans of the International Organizing Committee, in the event of cancellation of the self-isolation regime associated with the COVID-19 virus pandemic, an International Solemn Ceremony of awarding finalists and winners and demonstrations of participants at the final gala will be organized.

Date: November - December 2020.
If anti-virus events continue, the demonstrations of the winners may be postponed or held at other times. The country of the final Gala Concert of participants and rewarding of winners can be changed.
18. The sequence of actions in the preparation and conduct of the Festival-Contest
18.1 Festival-Contest consists of: Qualifying Competition, Semifinal, Final, World Gala Concert (demonstrations of participants, awarding of winners).
18.2 To participate in the Festival- Contest the Applicant (candidate for participation) must familiarize himself with the competitive requirements and regulatory documents located on the website: www.worldfolk.vision/world-fest/index.phtml
18.3 The qualifying stage begins on May 1, 2020, 6:00 PM (Greenwich Mean Time). From this moment, it is possible for the applicant (candidate for participation) to submit an online application and post competitive video materials on Video hosting.
18.4 To participate in the Festival-Contest, an interested creative team and / or individual performer independently uploads one contest video with his performance to Video hosting (YouTube and / or Vimeo or others) and indicates a direct link to the posted contest videos in the online application.
The technical requirements for the competitive video materials (video) must comply with the requirements of the respective video hosting site selected by the Applicant (YouTube and / or Vimeo or others).
18.5 The application is filled out in English in a special section on the website: www.worldfolk.vision (www.worldfolk.vision/application_for_participation.phtml).
Filling out and sending an application for participation in the Festival-Contest the applicant agrees and accepts the terms and conditions of the Contest and thereby gives the consent to the processing of personal data.
The applicant, having completed online registration on the website www.worldfolk.vision and / or by sending materials to e-mail: info@worldfolk.vision, confirms that the competition materials sent to him are copyright objects: choreographic works and pantomimes; musical works with or without text; audiovisual works; musical and dramatic works; screenwriting; composite works representing the selection or arrangement of materials as a result of creative work, belong to the applicant by the right of the author or copyright holder, or are in the public domain for free reproduction and demonstration.
18.6 The International Professional Jury of the Festival-Contest considers the submitted application and video materials no later than 5 (five) days from the receipt of the application.
18.7 The decision on admission or rejection of the application is made by the International Professional Jury by the method of closed (secret) voting.
18.8 In the event of a positive decision on the admission of the applicant to participate in the Festival- Contest the applicant shall be assigned the status of "Participant".
18.9 The International Professional Jury does not enter into correspondence with the applicants.
18.10 The appearance of the applicant’s personal page in the public domain on the official website of the Festival-Contest means that the applicant has been assigned the status of “Participant” of the Festival-Contest. There will be a link to the contest videos from video hosting (YouTube and / or Vimeo and others) on the participant’s personal page. Also there will be photos of the participant, official links to social networks and the official website of the participant on the Internet and a creative biography of the participant.
18.11 On May 29th , 2020 at 6:00 PM (Greenwich Mean Time) The International Organizing Committee stops accepting applications from applicants for the right to participate in the qualifying stage of the World Festival-Contest.
18.12 Changes and additions to the creative biography, change of photos is carried out through an official letter of appeal to the mail: Info@worldfolk.vision.
18.13 The previously submitted initial competitive video material (video) is not subject to replacement and change.
18.14 From June 1, 2020, 6:00 PM (Greenwich Mean Time) the International Organizing Committee of the Festival-Contest begins holding a special company for marketing promotion of information about the Festival-Contest and its participants in the World Information Space and in the international media .
During this period all interested participants, citizens, media representatives, fans and other members of the public will be able to freely read in detail the contest videos of the participants on the official Internet platform (official voting site: www.worldfolk.vision).
18.15 June 7, 2020, 6:00 PM (Greenwich Mean Time) the World Popular voting process begins to select the finalists on the official voting site: www.worldfolk.vision.
18.16. Any interested citizen from any country of the world, having passed the registration procedure on the official website, can only cast his vote from one personal device and give only one rating to every artist he likes.
18.17 Having studied the competitive video materials everyone can rate it on a ten-point scale by clicking one of the ten buttons below the player’s screen on the Member’s personal page (where the first button indicates the lowest rating, the tenth - the highest). Anybody can vote for one contestant only once from one IP address. The voting scale is set from “0” to “10” points. Each Participant (Contestant) is given marks (points) from "0" to "10".
18.18 The winners of the stage are determined by summing up the points received during the Popular online voting.
18.19 June 15, 2020, 6:00 PM (Greenwich Mean Time) the Popular online voting process for the selection of finalists is terminated.
18.20 June 16, 2020, 6:00 PM (Greenwich Mean Time) the voting procedure for the International Professional Jury of the Festival-Contest for the selection of finalists begins.
June 17, 2020 6:00 PM (Greenwich Mean Time) will be announced the names of the winners of the final.
June 18 - July 28, 2020 - National vote on the selection of winners from among the finalists.
June 29, 2020 - voting by the International Professional Jury on the selection of winners from among the finalists.
July 1, 2020 - announcement of the names of the winners of the World Festival- Contest of National Cultures and Arts “World Folk Vision”.
18.21 For each Participant (Contestant), the Jury will be given marks (points) from "0" to "10". Further, all points received as a result of the results of the People’s online voting and voting by the International Professional Jury are summarized. The winner is the Participant (Contestant) who scores the most points.
18.22. Decisions of the International Professional Jury are written out.
Each jury member signs an individual protocol of the voting results.
The individual Protocol of each member of the jury after it is submitted to the Chairman of the International Professional Jury.
The general voting results are summarized and entered into the final protocol which is signed by the Chairman of the professional Jury and the Executive Secretary of the Jury.
All results of the final vote are published on the official website of the Festival-Contest.
18.23. The date, time, country and place of the ceremony of presenting awards to the winners and demonstrative public performances of the participants are set by the International Organizing Committee of the Festival-Contest and are sent to the winners and participants individually.
19. To control the procedure of the Popular voting and cyber security, a special technical group of specialists has been formed to prevent cyber attacks, cyber threats, detect fraud and protect intellectual property.
In the event that the cyber security team has established a DoS / DDoS attack, malicious code has been identified, attempts have been made to violate the rules of Popular online voting, violations of the rules of access to the information and telecommunication networks of the independent Popular online voting system have been identified and if there was a technical stop to the operation of the portal because of DoS / DDoS attacks all votes received as a result of the Popular online voting are canceled and do not count towards all participants ( contestants). The decision on the selection of winners passes only to the International Professional Jury of the Festival-Contest.

25. Financial liabilities.
In connection with the pandemic of the COVID-19 virus, the International Organizing Committee of the Festival-Contest decided to release all participants from the registration fee and any financial obligations.
26. On behalf of the International Organizing Committee of the Festival-Contest, all applications and video materials from candidates are accepted and processed by the Directorate of the Festival-Contest.

26.2 The online application includes the following documents, materials and services:
26.3 On the basis of the materials presented on the official website of the Festival-Contest, a personal creative page of each Participant will be formed with the video materials, creative biography and photos of the Participant sent.
26.4 The timing of each work (performance) in the submitted competitive video materials should not exceed 4 minutes.
26.5 The online application must be completed in English. Incomplete online applications or applications without the above supporting materials will not be accepted. Applicants (Candidates) should keep copies of all materials sent along with the completed online application.
26.6 Materials submitted for consideration to participate in the Festival-Contest are not reviewed. Incomplete materials or materials submitted after the deadline are not considered.
26.7 An online application sent by a candidate to participate in the Festival-Contest is evidence that the future Participant of the Festival-Contest fully accepts and undertakes to comply with all the conditions and provisions of these Rules and other regulatory documents of the Festival-Contest.
26.8 On behalf of the creative team, the online application is filled out by the head of the creative team or plenipotentiary, indicating their personal and contact details.
26.9 The Directorate of the Festival-Contest informs the candidates who have sent applications for participation in the Festival-Contest about the fact of receiving the application and gaining access to the competitive video materials.

29. Rights and obligations of the Organizer
29.1 The Organizer and / or the relevant authorized person, upon his instructions, are obliged to organize and hold the Festival-Contest, determine the winners, organize the procedure for awarding and encouraging participants, organizers, volunteers.
29.2 The Organizer and / or the relevant authorized person, upon his instructions, in order to identify the Applicants and Participants of the Festival-Contest, has the right to collect and process the personal data of the Participants, taking into account the consent of the Participants to the processing of their personal data.
29.3 The Organizer and / or the correspondingly authorized person acting on his instructions is not responsible for the use of competitive (works, video materials) by third parties.
29.4. The Organizer has the right to disqualify a Participant if he does not comply with the requirements established by these Rules at any stage of the Festival-Contest. The notification of the disqualification of the Participant is brought to the attention of the Participant in any of the following ways: by e-mail address, by posting information about the disqualification on the website of the Festival-Contest, by sending an official letter.
The method of notification is chosen by the Organizer independently.
29.5. The Organizer has the right to amend these Rules, cancel, postpone the Festival-Contest to other dates by publishing the relevant information on the official website of the Festival-Contest at least ten calendar days before the date of entry into force of such changes.
29.6. The Organizer and / or the relevant authorized person, at his direction, have the right to carry out other procedures provided for by these Rules.
30. International Professional Jury of the Festival-Contest
30.1 An independent International Professional Jury is created for the preliminary selection, vote counting, evaluation of competitive performances and summing up the results of the Festival-Contest.
30.2 The independent International Professional Jury of the Festival-Contest includes: leading teachers of educational organizations of general, secondary vocational and higher education in the field of culture and art, artists, musicians, fashion designers, stylists, performers, artists and other creative workers, representatives of the public , civil society institutions, business circles from different countries and regions of the world.
30.3 The work of the International Professional Jury is based on an independent vote and the equality of all members.
30.4 The Jury of the Festival-Contest performs the following functions:
30.5 The work of the Jury members is carried out on a voluntary basis and is independent. The voting results are not the result of an agreement and / or discussion between the members of the Jury but it is a compromise based on the results of individual statements of each member of the Jury regarding each Participant (Contestant).
30.6 Clear voting results are achieved using an explanatory voting system. The refereeing rules do not provide for discussion of the voting procedure or results, as well as re-voting.
30.7 The Jury, in agreement with the Organizers of the Festival-Contest, has the right to establish special nominations and awards.
30.8 The Jury consists of 11 members, including the Chairperson.
30.9 Each member of the Jury shall appoint an understudy in the event that he is unable for objective reasons to exercise his powers. The candidacy of the understudy is subject to prior approval by the International Organizing Committee.
30.10 Members of the Jury should not be employees and be related to the participants (contestants) participating in the Festival-Contest.
30.11 The members of the Jury represent one of the professions in the field of public relations, culture or art.
30.12 None of the Jury members should be involved in the preparation of the Participants of the Festival-Contest in order to evaluate the speakers independently and impartially.
30.13 The names of the Jury members are announced one week before the start of the voting procedure at the Festival-Contest.
30.14 Jury votes are used in the calculation in the semi-finals and finals and are also crucial if two or more competitive performances receive the same number of votes in the implementation of the Popular online voting.
30.15 In the voting process, the Jury members do not consult with each other and give ratings (points) only on the basis of their own position.
30.16 The Jury watches the entire competitive program of the Festival-Contest with all the video materials of the Participants (Contestants). After viewing, voting and distribution of votes begins.
30.17 A member of the Jury cannot vote for a competitive performance of a Participant (Contestant) from the country he represents.
30.18. Each Participant (Contestant) is given grades (points) from "0" to "10". Further, all points received as a result of the results of the People’s online voting and as a result of the voting results of the International Professional Jury are summarized.
30.19 The final score is composed of online voting and the votes of the International Professional Jury.
30.20 Decisions of the International Professional Jury are drawn up in writing in the form of protocols.
30.21 In the event of equal voting results, conduct a second secret ballot.
If the second secret ballot could not determine the winner, the final decision is made by the Chairman of the International Professional Jury of the Festival-Contest.
30.22 The final results of the voting are entered into the protocol, which is signed by all members of the International Professional Jury.
30.23 All results of the final Jury voting are transmitted to the Directorate of the Festival-Contest in confidence to announce the results on the official portal (website) of the Festival-Contest.
30.24 Decisions of the International Professional Jury are final and not subject to revision.
30.25 As a result of voting, the Participant (creative team, individual participant), who scored the most points in his direction of the competition, takes first place and is declared the official winner of the World Festival- Contest of National Cultures and Arts “World Folk Vision -2020”.
30.26 In accordance with the decision of the International Organizing Committee:

31. Additional information.
31.1 The application sent by the Candidate to participate in the Festival-Contest is evidence that the future participant of the Festival-Contest fully accepts and undertakes to fulfill all the conditions of the regulatory documents of the Festival-Contest.
31.2 All participants of the Festival-Contest receive the right to make demonstrations at the gala concert of the next World Festival- Contest of National Cultures and Arts “World Folk Vision” which will be held in November / December 2020 in the city of Doha (State of Qatar).
Travel expenses, accommodation for participants and guests of the World Folk Vision Gala Concert are covered by the World Folk Vision International Organizing Committee, sponsors and the host.
31.3 In connection with international quarantine activities related to the coronavirus pandemic, the dates, location and country of the event may be adjusted. All information will be communicated to participants and guests individually.
31.4 All information posted on the official website of the Global Cultural Initiative is correct at the time of publication. At the same time, the International Organizing Committee of the Festival-Contest reserves the right to make changes, if circumstances so require.
